Lighthouse Legal EU is proud to support the launch of Ukraine’s first hybrid PVT (photovoltaic-thermal) solar power plant, a landmark project for sustainable reconstruction and community energy independence. Implemented in the village of Dzvyniaky, Ivano-Frankivsk region, the initiative introduces an advanced renewable energy solution to a public facility – the Primary Health Care Centre – which will benefit from continuous electricity and heat generation throughout the year.
The project is centred around the Primary Health Care Centre of Dzvyniaky, where the installation of hybrid PVT solar modules will ensure uninterrupted year-round operation of the medical facility and its swimming pool. By replacing dependence on seasonal district heating with renewable energy, the system enhances resilience, reduces carbon emissions, and serves as a replicable model for other communities across Ukraine.
Ukraine2Power leads the project’s design, implementation, and monitoring, coordinating closely with local authorities and community representatives. Solarspar (Switzerland) provides technical expertise and design guidance, ensuring knowledge transfer and the adaptation of advanced European renewable technologies to Ukrainian conditions. Ecoclub Rivne, a long-standing Ukrainian NGO specializing in sustainable energy, contributes scientific and technical supervision. As Legal and Media Partner, Lighthouse Legal EU ensures transparent governance, legal compliance with EU sustainability frameworks, and broad international visibility through communication and stakeholder engagement.

Projects like Dzvyniaky set a benchmark for how European and Ukrainian partners can work together to deliver long-term, lawful, and climate-resilient solutions.”
The implementation is scheduled over twelve months and includes energy analysis, technical planning, permitting, procurement, construction, and performance monitoring. Following installation, the solar system will be operated locally, with technical support from Ukraine2Power and Ecoclub Rivne. Semi-annual reports during the first year will ensure transparency, traceability, and data-driven evaluation of system performance.
The total project budget is €85,400, including €70,000 in requested funding, €10,000 in community co-financing, and €5,400 in own contributions. Key investments cover PVT modules, heat pumps, construction and installation, expert consulting, coordination, and communication activities. Designed with full awareness of wartime conditions, the project site is located at a safe distance from the conflict zone. The modular system structure allows for rapid maintenance or component replacement if necessary, while co-financing mechanisms and open tendering safeguard against financial and operational risks.
Beyond the technical dimension, the Dzvyniaky hybrid solar project serves as a model for green reconstruction in Ukraine. It reflects a forward-looking approach where renewable energy, legal transparency, and international collaboration converge to strengthen critical infrastructure and improve the quality of life for local residents. The initiative also contributes directly to Ukraine’s decarbonisation strategy and the European Union’s broader Green Deal objectives.
